External Affairs Manager - Harar

Role purpose:
The role involves overseeing public affairs, encompassing regional government relations, CSR initiatives, management of regional media relations, coordination of regional activities, community engagement, support for ESG implementation, liaison with regional administration including law enforcement agencies and acting as the representative of Safaricom Ethiopia in the region. The primary objective is to support the company in achieving its commercial strategy while proactively managing operational risks, thereby contributing to Ethiopia's digital transformation goals. This position demands a strategic approach to security management and external relations to safeguard and promote the company's interests through effective communication, risk mitigation, and adherence to regulatory standards



Reports to:
Chief External Affairs Officer



Key accountabilities and decision ownership: 

  • Develop and implement the Public Affairs strategy to advance Safaricom Ethiopia’s Policy Priorities, CSR, and ESG initiatives in the region.
  • Cultivate and sustain relationships with communities, regional authorities, media agencies, and law enforcement to support operational objectives.
  • Support Business Units i.e Technology Commercial, EBU etc.. in achieving regional business KPIs.
  • Foster productive relationships with local government offices to mitigate operational challenges.
  • Provide External Affairs perspective and detailed reports on overall business updates on asset protection, network rollout and commercial activities.
  • Maintain a comprehensive stakeholder engagement map.
  • Execute CSR initiatives, manage grievances, and support ESG implementation within communities.
  • Oversee physical and personnel security for Safaricom Ethiopia’s facilities and regional staff.
  • Design, implement, and manage access control, perimeter security, and surveillance systems.
  • Investigate and resolve issues impacting company assets, facilities, staff, and documents. Core competencies, knowledge, and experience: Business Competencies:

  • Maintain the relationship with the regional government and proactively engage them.

  • Collaborate with Health & Safety Manager on health and security investigations.
  • Coordinate bi-annual awareness briefings at all company facilities with contracted Security Risk Management Consultant.


Must have technical / professional qualifications: 

  • Bachelor's degree in in Political Science, Law, Economics, Communication or similar discipline ·
  • More than 8 years of experience in similar/ related role in government or a corporate entity
  • Good relationships with stakeholders in the region including law enforcement agencies
  • Professional usage of the region’s working language
  • Must know the socioeconomic and political situation of the region and preferably work in the region.
  • Experience in community engagement in the region.
