We have been operating in Ethiopia since 2003, working in Five regions; Oromia, Central Ethiopia, South Ethiopia, Sidama and Tigray in different multi sectoral projects in the areas of development and emergency response. 


People in Need, from the very start of its operations in Ethiopia, has focused on projects in five main areas of interest: Education, Agriculture, Climate and Environment, Water and Social protection.

PIN currently is seeking energetic, disciplined, responsible Field Officer for the specific project‘‘to meet immediate basic needs through multi-purpose cash assistant in Ethiopia’’.

Length of Contract:
Definite until August 31/2024


Place of Work:
- Based in Gida Ayana Wereda, East Welega Zone with frequent travel to PIN’s project sites in different regions as required.

Field Officer


Under the general guidance and supervision of the Field coordinator, the field officer will plan, coordinate and follow up grass root level for emergency responses.


Technical Duties and Responsibilities

  • Actively participated in beneficiary’s selection criteria setting up process
  • Ensure proper selection project beneficiaries done according agreed selection criteria
  • Facilitate beneficiary’s verification process with respective kebele disaster reduction committee
  • Facilitate activities in the field to ensure that the emergency response activities are not duplicated with other partner operating for Gida Yaya and Kiramu woredas in East Wollega zone IDPs, returnees and host community responses
  • Prepare beneficiaries master files and ensure proper distribution Cash, WASH and shelter NFIs by strictly following up do not do harm principle
  • Properly carry out post distribution monitoring after distribution were done and compile lesson learnt regulars.
  • Collect GPS location and necessary data for IDP sites and water schemes found in project operation area
  • Communicates regularly and provide them with the required technical assistance for proper management of water scheme in the project operation areas.
  • Coordinate with other partners at kebele level and attend various coordination mechanism meeting at kebele level and share meeting updates and findings with the project coordinator.

Project related duties and responsibilities

  • collaborate with Field coordinator in planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting
  • attaining the adequate results in proper quality and in time
  • assure that all visibility material and events are in accordance with the donor and PIN Guidelines
  • meeting all project related deadlines
  • Provide Field coordinator with weekly plans and reports of activities achieved. The reports shall be submitted every Thursday morning and will contain a shortlist of activities achieved in the past week and activities planned for the next one
  • assist the Field coordinator when as need arises

Team Requirement

  • Maintaining good personal relations in the team
  • Actively collaborate with PIN’s other ongoing project team members in the project operation areas
  • The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
  • In case that larger number of different tasks is to be fulfilled by the Employee at the same time, the Employee shall accomplish the urgent and more important duties first.
  • Furthermore, the Employee is responsible for:

                    o correctness and completeness of information acquired


                  o ensuring timely and effective implementation of project activities and meeting set results


                    o   prompt provision of all relevant information to project coordinator


                    o   archiving of all entrusted and acquired documents in proper manner


Other
                             

  • Perform other assignments corresponding to actual needs of the mission, program, units and project
  • Substitute others related staffs during on absence while assigned by line Manager
  • Understand and adherence to overall PIN code of conducts, policies, guidelines and manual
  • Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies 

ACCOUNCOUNTABILITY AND SAFEGUARDING
including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.  
  • Create and maintain a fulfilling and protective environment. 

Job Requirements

  • Degree in the field of Social Work, Sociology, Psychology, Rural Development, and other related field of studies
  • At least 3 years’ Experience in an emergency sector and knowledge of Cash and Vulture Assistance (CVA), shelter & Shelter NFI, and WASH. knowledgeable on basic computer skill (Word, Excel, Email, PowerPoint and SharePoint are the basic ones. Good networking, representation and coordination and negotiation skills with government and other partners agencies/ stakeholders in the intervention area.
