Job Summary:
Under the Supervision of the Deputy Chief of Party – Operations (DCOP - Ops) and the Regional Financial Controller and HR Manager, oversee the financial and HR activities of the Act to End NTDs | East Project in Ethiopia. The Finance and HR Manager will be responsible for the accounting and finance functions required to provide accurate and timely information on the financial status of the program to the DCOP, regional office, home office, and Senior Management Team (SMT). Organize and further develop financial and HR processes, manage the finance and HR officers, and provide coaching and training as required. The Finance and HR Manager will work closely with the COP, DCOP, technical staff, and RTI regional and home office staff to develop an effective, efficient, and results-driven finance and HR team. Overall, the position will be split into approximately 65% finance and 35% HR tasks.

Responsibilities

Essential Duties:

Specific Financial Management and reporting Responsibilities (estimated 65% LOE):

  • Oversee the financial functions of a large and complex USAID-funded project and ensures compliance with RTI and USAID policies and procedures.
  • Review transaction documents including check payment voucher, petty cash payment voucher, journal voucher and travel advances and reimbursement payments.
  • Works closely with DCOP- Operations, technical staff, pertinent RTI home office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives and results.
  • Ensure petty cash expenses are recorded and supportive documentation is accurate and complete.
  • Follow-up on project and travel advances settlements with staff to close outstanding accounts timely.
  • Review and ensure monthly expenditure reports are coded properly and supporting documentation is submitted, as required by RTI financial regulations.
  • Monitor and enforce compliance of financial procedures and policies of all project activities.
  • Maintain strong internal process, reporting, and control systems in order to provide timely, consistent, and accurate financial information.
  • Maintain accurate and complete records in accordance with International Public Sector Accounting Standards (IPSAS) and RTI’s financial and accounting policies and procedures.
  • Ensure that IPSAS-compliant financial statements are prepared by the end of each fiscal year.
  • Accrue each month for staff PTO, leave, and severance.
  • Complete monthly financial statements to capitalize all assets above $500 and account for depreciation.
  • Submit monthly accounting reports (preliminary & final extracts) including trial balances, balance sheets, and P&L statements to project leadership and the RTI regional office.
  • Prepare monthly payroll and ensure required withholdings (income tax, pension, etc.) and other benefits are properly managed.
  • Supervise bank account management, including transfers, balances, and authorized expenses.
  • Prepare and submit monthly bank reconciliations to the RTI regional office.
  • Confirm and document that VAT transactions posted to the receivable account meets the $500 threshold, according to OANDA daily rates.
  • Supervise the day-to-day activities of the finance and HR team.
  • Analyze financial data and reports, identify problem areas, take remedial action where necessary and make recommendations to the DCOP-Operations.
  • Facilitate the external annual government audit process and the preparation of financial statements for the audit. Lead the development of action plans based on audit recommendations and monitor progress on achievement.
  • Prepare Bi-weekly cash management requests based on the project’s cash needs.
  • Lend financial support to other RTI projects in startup mode, as needed.
Specific Human Resources Responsibilities (estimated 35% LOE):

  • Provide operational HR Support to project leadership while support HR planning process for effective Project HR programing.
  • Review, disseminate, and ensure full compliance with HR policy guidelines and the country employee handbook, in tandem with local labor laws, client rules and regulations, and RTI policies, values, ethics, procedures and strategies.
  • Ensure effective implementation of the internal HR control framework and proper functioning of the HR policy framework.
  • Disseminate home office and regional HR communication, priorities, and allocated tasks.
  • Ensure strict adherence to RTI procedures in the selection and recruitment of temporary and long-term staff.
  • Design job descriptions and source potential candidates from the RTI HRIS recruitment system iCIMS. Manage the recruitment process, including short-listing and screening candidates, setting up and participating in interview panels, advising on salary offers, and processing offers and deployment.
  • Coordinate preparation of employment agreements through timely preparation and submission of Employment Administration Requests (e.g., personnel action forms and offer request memos).
  • Provide advice on and ensure the proper implementation of the RTI staff performance management processes on the HRIS CONNECT system, including performance goal setting and quarterly system documentation of review check-ins.
  • Support managers and employees to ensure deadlines for documentation and analyses are met within the RTI Dynamic Development deadline.
  • Foster staff learning initiatives in consultation with RTI Regional HR, including providing recommendations and guidance on RTI Develop and Grow initiatives that are beneficial to the project and in line with individual learning plans.
  • Helps clarify policies, procedures, and benefits listed in the Staff Handbook and Local National Human Resource Manual policies.
  • Work in collaboration with finance department for the review, verification, and guidance on the staff monthly timesheets
  • In liaison with the COP and Regional Office HR, track staff benefits, including Private Medical Insurance (PMI) expiry dates, and follow up on renewals. This includes any other staff benefits contract tracking such as pension benefit compliance, Work injury benefits (WIBA), Group life insurance (GL), etc.
  • Coordinates local HR activities and works in strong partnership with Regional HR staff and other in-country HR staff as needed.
  • Supervise the day-to-day work of the HR and Administration Officer.
  • Perform other duties as needed.
Qualifications

Job Requirements

Minimum Required Education & Experience

  • Master’s degree and 6 Years of professional experience or bachelor’s degree and 8 years of professional experience in Business Administration/Financial Management or equivalent combination of education and experience.
Skills & Abilities

  • Full professional proficiency in Amharic and English with excellent oral and written communication skills is required. Working knowledge of other Ethiopian languages is a plus.
  • Experience working as Finance and HR manager is required.
  • Advanced knowledge and prior experience using QuickBooks.
  • Experience with preparing end-of-year IPSAS-based financial statements for auditors.
  • Experience working with USAID-funded projects.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong oral/written communication skills and ability to communicate at multiple levels in the organization.
  • Excellent financial and analytical skills
  • Familiarity with international development operations and understanding of donor and governmental requirements.
  • Ability to build effective relationships with clients, peers, and stakeholders.
  • Demonstrated success managing and leading Finance and HR teams.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented settings.
  • Strong computer skills: Microsoft Office Applications

  • Willingness to travel frequently in Ethiopia outside of Addis Ababa
