Background

IOM Ethiopia's Protection Unit (PxU) aims to contribute to promoting and upholding the rights of migrants including migrants returning from abroad, displaced persons, and migrants’ home communities, reducing protection risks and supporting the GoE to manage migration by implementing preventive, responsive, remedial and standard setting actions. These actions are implemented through the 6 Protection operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning, while adhering to the division's core commitments of protection mainstreaming, accountability and inclusion, sustainability and systemic change and partnership and coordination.

Under the overall supervision of the Senior Programme Officer (Protection) and the direct supervision of the Programme Officer (Return and Reintegration), the National Project Officer (Reintegration) will be responsible for coordinating and managing the implementation of the Reintegration activities of the IOM Country Office in Ethiopia. 

Core Functions / Responsibilities:

 1.     Assist in the coordination and monitoring of the operational, administrative and financial aspects of all reintegration projects and activities (including individual and community-based) in accordance with IOM policies and practices as well as donor’s requirements. 

2.     Keep the Programme Officer (Reintegration) informed on the status of project implementation; identify gaps and suggest actions to improve implementation. 

3.     Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.  

4.     Coordinate the collection, verification and analysis of data and background information on migration flows and dynamics in Ethiopia in general and the impact of reintegration activities in particular; participate in updating information management systems and drafting project awareness and visibility, summaries, press releases and other relevant materials.

 5.     Coordinate timely preparation and dissemination of the reintegration components of project reports in accordance with IOM procedures and donor requirements.  

6.     Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.  

7.    Contribute to the planning, development, organization and delivery of capacity building activities related to reintegration work targeting IOM staff, government and civil society partners, implementing partners and communities.   

8.     Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums relevant to IOM Ethiopia’s reintegration activities and projects. 

9.     Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents 

10.  Supervise and provide training and technical guidance to IOM staff and implementing partners. 

11.  Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc., including travel related to the planning, implementation, and monitoring of community-based reintegration projects. 

12.  Perform other related duties as required.

Job Requirements:
Educational Qualification 

·         Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master’s degree in the above-mentioned fields 

Experience

 ·         Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

·         Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

·         Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

·         Experience in the field of migration issues, including operational and field experience, project development, and management and report writing;

·         Experience in complex programme development and implementation on return and/or reintegration, including budget management, monitoring and evaluation.

·         Experience implementing reintegration projects and/or similar projects at the global or regional level with a UN agency, or an international organization is an asset

·         Experience in overseeing and delivering training programmes, especially on the topic of reintegration, for both an internal and external audience.

Skills 

·         Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook) 

Languages

·         Fluency in English (oral and written) and Amharic is required.

·         Working knowledge of other local language is desirable.
