BACKGROUND

Ethiopia has made significant improvements in formulating the nutrition policy environment. However, despite the existence of key nutrition policies and strategies, sustaining the momentum without sustainable financing is a significant bottleneck. The ten-year costed Food and Nutrition Strategy (FNS) estimates the costs of delivering the recommended nutrition-specific and nutrition-sensitive interventions set forth in the national Food and Nutrition Policy. The minimum cost of the ten-year National Food and Nutrition Strategy was estimated to be US$2.55 billion with an average annual cost of US$250 million over ten years (2021- 2030).[1] Accelerated efforts are needed to mobilize the financing necessary to support the plan’s costs, with effort across all partners and sectors.

In partnership with UNICEF, R4D is planning to support public finance for nutrition (PF4N) by developing a Financing Plan for the FNS costed framework which will act as an overarching public financing for nutrition framework that will coordinate the financing efforts of various multisectoral food and nutrition roadmaps under the umbrella of the broader National Food and Nutrition Strategy in Ethiopia.

OBJECTIVES

R4D is supporting the Government of Ethiopia’s sustainable financing goals for implementation of the FNS strategy through developing a public financing management framework.

APPROACH

The approach to develop the financing plan will draw on R4D’s global experience in sustainable financing for nutrition and the processes used to develop the Seqota Declaration Resource Mobilization Plan, in alignment with UNICEF’s Public Financing for Nutrition framework. This work will be conducted in a highly collaborative way with leadership from the MOH Nutrition Coordination Team, and input from UNICEF, R4D and key stakeholders to ensure all recommendations are fit for purpose and well-tailored to the overall narrative.
