USAID Eliminate TB is a five-year USAID-funded project implemented by MSH and its international and local partners to reduce TB incidence and mortality to achieve End TB strategy milestones and targets by increasing the quality, access, utilization, and sustainability of TB services in Ethiopia. USAID Eliminate TB project’s support focuses on improving access and utilization to quality and patient-centered comprehensive TB services.
Overall Responsibilities
Under the supervision of the Director of Finance and Operations, the Contract, Grant and Budget Associate is responsible for the overall coordination, oversight and day-to-day finance and grants management of MSH Ethiopia projects. S/he will ensure that the country finance team provides a full range of financial support for projects related activities and funding with a particular focus on accurate, timely, and sophisticated budgeting and forecasting, financial analysis, financial monitoring, and reporting. S/he ensures that financial functions support the timely and effective implementation of the project’s technical scope of work. The Contract, Grant and Budget provides counsel to help project leadership ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. S/He manages and ensures the accuracy of the financial statements of sub-awardees.
Specific Responsibilities
Grant Monitoring:
•Support on sub-grant management, in following up of timely submission of invoices, reviewing invoice; track fund balance, obligated fund, and conduct pipeline analysis and contractual correspondence as appropriate and if delegated for all projects in Ethiopia.
•Maintain proper filing system for all necessary project-related financial documents related to subcontracts, subgrants, trainers, monthly fund requests, cost shares, financial analysis, and related correspondences.
•Conduct a periodic on-site review of local sub-grantees and sub-recipients as appropriate.
Trainers Engagement:
•Assist in preparing trainers or consultant contract agreements, making sure appropriate procedures are followed, and contract and donor requirements are completed.
Monthly Fund Request:
•Review regional and central office fund requests, making sure that the planned expenditures are as per the approved work plan and enough budget is available, allowable, allocable, reasonable, and timely.
Cost share management
•Work closely with the Director of Finance and Operations to comply with the project cost-share requirement in planning, capturing, and organizing documentation, get approval from relevant offices, and prepare documents for booking on the relevant system.
•Support on meeting EHRA Project cost share Requirement.
QUALIFICATIONS
A) EDUCATION/TRAINING
Required: The minimum of a bachelor’s degree in accounting or finance.
Preferred: Master of Business Administration, Accounting, Finance, or other related social science disciplines.
B) EXPERIENCE
Required: More than 3 years of experience and skills in a similar position and in project management.
Thorough knowledge of USG financial reporting and compliance requirements. Extensive USAID experience is highly preferred.
C) KNOWLEDGE AND SKILLS
Expert skills in Excel Spreadsheets, QuickBooks or similar accounting software, Possess advanced knowledge of relevant software (Word, Outlook, and PPT) applications, and Enterprise Resource Planning (ERP) Systems.
Good communication skills (both verbal and written communication skills in English, and local languages.
