Management Sciences for Health (MSH) is seeking a Health Financing Lead for a recently-awarded 5-year USAID supply chain and pharmaceutical management project in Ethiopia. The purpose is to provide comprehensive technical assistance to strengthen the health supply chain and pharmaceutical services in select geographic areas in Ethiopia, both of which are cornerstones to achieve critical life-saving priorities.

About the Role

The Health Financing Lead has overall technical responsibility for the project health financing portfolio. Primary responsibility will be overseeing the health, economics, and financing strategies, approaches, and activities, ensuring high technical standards and performance. The Health Financing Lead will work to improve appropriate health economic and financing data collection analyses and modelling, and high-level advocacy to examine opportunities and barriers to financing healthcare. They will provide technical input and global best practices in adopting and implementing new health financing models, identifying and implementing cost efficiencies and containment; and ensuring that capacities are built to manage newly developed financial management systems and tools.

QUALIFICATIONS

Education: Masterโ€™s degree in economics, health economics, pharmacoeconomics, supply chain economics, public financial management, or related area; additional degree in health-related area advantageous.

Experience: At least 8 years of work experience in health financing and health economics areas, preferably in low- or middle-income countries.

Knowledge and Skills

  • Sound knowledge of methodologies used in health finance research, cost modelling, supply chain financing analytics, cost-effectiveness analysis, quantitative analysis, and statistical/econometric analysis

  • Deep understanding of Ethiopian health financing system

  • Deep understanding of Ethiopian supply chain financing system and revolving drug fund program a plus

  • Experience working with USAID projects or other USG-funded projects

  • Appropriate software skills are necessary to conduct research, and to conduct analysis of study data, such as STATA, SPSS, or equivalent

  • Computer skills; proficiency in Microsoft Office Suite applications and QuickBooks

  • Ability to work independently, prioritize tasks, and meet deadlines

Competencies

  • Excellent written and oral communication skills both in local languages and English. Ability to deliver presentations at high level meetings

  • Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff

  • Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts
