Role purpose:


The Manager - Billing Operations shall provide technical expertise and oversee the delivery of Billing, Partner Relationship Management and Number Management Services offered to Safaricom customers.


 


The role is responsible for the Administration and Support of Billing, number management and Partner Relationship Management (PRM) system, Perform Bill run, invoice signing, bill posting to ERP, invoice extract, Partner configuration and management and Tap files Administration.


 


Other areas of responsibility are


·         Billing, SIMs, and invoices.


·         Supporting Number Management and SIM management


·         Supporting System Development, software releases and enhancements and articulating technical proposals for development and implementation for all Billing impacting Products & Services.


·         Managing Supplier Supporting team.


 


In addition, the role focuses on systems planning, overseeing development and implementation, network integration/expansion and roll-out of the Products and Services and to create a high value productivity and availability within Safaricom Ethiopia in support of the Billing Operations & Customer Systems and Billing business strategy, and to maintain high standards of service quality and reliability within the Billing Operations function. The roles also act as a high level of operational support and issue resolution for all Billing Operations systems and processes


The successful candidate will provide internal Business support and guidance as well as manage supplier and supplier SLA and, with a goal of executing the IT strategy.


This role will be required to lead, manage, and mentor a team of Support Engineers / Analysts and/or BSS Specialists across the Support team, ensuring that systems and roadmaps are aligned to the company strategy and operational KPIs are met.


Key accountabilities and decision ownership:


 


·         Responsible for timely bills in production, checking for data completeness and accuracy of the Bills, checking rating charges. Identifying, prioritizing, investigating & analyzing billing issues and monitoring the issues that need to be fixed up to their closure and Proposing measures to be implemented to avoid re-occurrence of any issue.


·         Responsible for the verification of the completeness of TAP files collection & distribution, processing and accuracy of TAP rates and liaise with data clearing house (DCH)on all issues relating to TAP files.


·         Ensure Wholesale and Interconnect Billing are performed accurately


·         Verifying the accuracy of data before Bill kick-off, perform Bill generation and posting to financial system, checking invoice/statement/Itemised bill layout, and delivering the bills as per their respective channels.


·         Maintain and support the SIM production, number inventory management and provisioning of new SIMs to the network to ensure smooth customer on-boarding.


·         Manage roaming tariffs and Support Systems development & documentation as per Design & Development methodology.


·         Provide Billing Systems user support, maintaining inter-departmental SLAs, maintaining implementing IT security procedures.


·         Build design principles for the Enterprise product architecture


·         Provide technical guidance into system definition and design activities and drive the delivery of value added solutions.


·         Lead a team of specialists withing the Billing Operations function as well as Mentor and coach them to achieve optimal performance


·         Financial planning: Providing input towards effective financial planning for both CAPEX and OPEX with the goal of delivering cost efficiency in the domain.


·         Build the skillset according to the fit for future program and ensure adoption of new technologies and methodologies in the team – Agile-Scrum etc.


·         Team Management – Manage a team of support engineers including vendor resources to ensure timely resolution of tickets, system availability and workload management across the team.


·         Enhance processes and DevOps to improve delivery and increase efficiency by focusing on continuous improvement and optimization.

Functional Competencies:


·         Domain experience in IT is a must with a bias towards business support systems such as CRM, order management, SDP, Product Configurator, SLM, among other BSS Modules.


Must have technical / professional qualifications:


·         BSc. Degree in Telecommunication Engineering/Electrical & Electronics engineering/Computer Science/IT.


·         7+ years’ experience in IT / telecommunication environment or Software Engineering with good knowledge in supporting BSS Solutions such as CRM, Billing, SDP, product configurator and Sales lead


·         Experience on development in Java


·         Experience with REST API and microservices development


·         Strong understanding of virtualization and container infrastructure technology


·         Knowledge of Distributed Systems, analytics tools such and Python, Standard Query languages, Procedural Programming languages, Linux/Unix, Shell scripting


·         Experience with JavaScript, JSON, XSLT, XML


·         Prior Experience in GSM and fixed services billing is preferred


·         Domain experience in GSM and IT is a must


 


Desired


·         Working knowledge in Unix/Linux systems and Databases – Oracle, MySQL, Postgres.


·         Scripting skills.


·         Working knowledge with Virtualized/cloud/cloud Native solutions


 


Financial Responsibility:


·         Partake in RFP to realize cost effective solutions.


·         Timeous acceptance of solutions to enable timeous receipting by vendors.


·         Management of OPEX budget for Billing Operations.
