The Security Manager will work in close collaboration with the Project Directors and staff to ensure staff and property are safe and secure. The Security Manager will direct the implementation and monitoring of an effective strategy to mitigate safety and security risks, maintain continuity of operations, and provide for the safety and security of all employees. They will be responsible for implementing policies and controls affecting the safety and security of staff members, facilities and assets, and program activities. The Security Manager will ensure security protocols and mechanisms are in place to address country programs’ unique security challenges. They will provide technical support in developing and maintaining country programs’ context-specific field security plans. Where applicable they will be responsible for designing, coordinating and monitoring Conflict Sensitivity Analysis plans and developing related resources and monitoring functions.

MAIN DUTIES AND RESPONSIBILITIES

  • Provide security advice on effective physical and procedural security measures to staff.
  • Review staff travel schedules and projected travel itineraries to identify potential security and safety-related issues.
  • Continuously monitor and analyze the security situation in the country to guarantee the highest possible protection of staff and physical assets.
  • Develop and submit a Security Risk Assessment, Security Contact Tree, Security Manual, SOPs, Journey Management Plan and other required safety and security documentation for MSH Ethiopia .
  • Act as Safety and Security SME for MSH Ethiopia during crises
  • Report security intelligence, incidents and concerns to Senior Management and propose adequate security measurements in case of possible security threats to staff and assets.
  • Provide security briefing to all newly arriving staff and visiting staff.
  • Constantly monitoring the environment with the aim of issuing security advisories through the Project Management Team, on matters that may affect the safety and security of staff.
  • Conduct periodic security awareness briefings for staff.
  • Ensure all security incidences and occurrences are well reported, coordinated and documented.
  • Lead security incident response.
  • Activate emergency response and provide necessary assistance and guidance to staff.
  • Serve as the primary focal point for safety and security for MSH Ethiopia.
  • Implement security policies, protocols and procedures.
  • Plan and coordinate security operations for specific events.
  • Conduct comprehensive security investigations.
  • Engage/coordinate with third-parties like local law enforcement, government officials, external security vendors and other NGO/IP security peers.
  • Monitor security policies, programs or procedures to ensure compliance with internal security policies, licensing requirements, or applicable government security requirements, policies, and directives.
  • Conduct physical examination of property to ensure compliance with security policies and regulations.
  • Communicate security status, updates, and actual or potential problems, using established protocols.

Conduct and or coordinate Conflict Sensitivity Analysis

  • Analyze risks and challenges related to conflict and health service access.
  • Assess the impact of conflict and emergencies on health services in targeted areas.

Develop and/or update Conflict Sensitivity Strategy

  • Create an annual strategy integrating "do no harm" principles.
  • Minimize risks like gender and ethnic tensions and promote community stability.
  • Update the strategy annually as part of the Annual Work Plan.

Integrate Conflict Sensitivity into Work Plans

Collaborate with Stakeholders

  • Work with project teams and other stakeholders to incorporate conflict-sensitive approaches into activities.

Monitor, Report, and Adapt

  • Monitor implementation to ensure adherence to conflict-sensitive principles.
  • Provide recommendations based on real-time conflict dynamics.
  • Submit annual updates as part of reporting requirements.

Train and Build Capacity

  • Train teams on applying conflict-sensitive approaches.
  • Raise stakeholder awareness on conflict-health relationships for collaborative solutions.

QUALIFICATIONS

  • Master’s degree in International Relations, International Development, Criminal Justice, Security Administration or related area.
  • Minimum of 6 years implementing security programs and a strong knowledge of security management in complex environments. 9 years of progressively responsible experience is preferred.
  • Some familiarity with USAID and other donor agencies policies and procedures.
  • Experience designing and implementing conflict sensitivity strategies in Ethiopia.
  • Experience using relevant technology and equipment.
  • Experience working in conflict and post-conflict settings.
  • Comprehensive understanding of security issues in Ethiopia.
